In 1985, Pete Peterson, President of Business Insurance Group Inc. saw an opportunity to provide employee benefits to companies. Their goal was to provide employee benefit solutions to small companies.
At first they followed the conventional approach to health insurance. They secured quotes from various carriers and sold plans provided by those carriers. They continually were haunted by the question, "Is there a better and more affordable way?" The only answer came from the large companies who, for the most part, are all self-funded. Self-funding provides cost effective benefits with the flexibility that allows individual choice. Because fully insured plans are packaged for the masses, individual choice is impossible. The large companies had found the answer.
The question they kept asking was: "If self-funding works for the large companies why won't it work for a small company?" After years of researching the re-insurance carriers, they were able to convince a few that contract provisions could be implemented to make the conversion from fully insured to self-funded risk free. Using industry accepted underwriting practice and adding an additional insurance feature called advance accommodation funding, they were able to provide the advantages of self-funding to small companies.
